The en.wiki stats were compiled on the 11th of June, 2017, the fr.wiki states on the 15th of June. Things may have changed since then.
Many of the differences are predictable, though French-speaking African countries generally seem to have larger pages (at least relatively speaking) than their English speaking counterparts do on en.wiki.
Are the size of Poland, Pakistan, & Israel on en.wiki all due to a certain amount of interest from those who have emigrated?
The relative size of the Portugal, Morocco & Algeria pages could be due to these factors as well (perhaps Turkey and Serbia & Macedonia as well). May Colombians have migrated to Québec.
The Libyan page is large due to its post-Qaddafi instability which is obviously a serious concern for the French ad not for the Americans, just as Ukraine, Russia & Israel have grown in part because they are politically charged subjects for the US. It could also very well just be happenstance that certain pages are so large. Before looking, I hypothesized that Iceland was large on fr.wiki and Greece on en.wiki because of interest in their financial meltdowns. Not at all! Someone on fr.wiki was interested in Geography, and someone on en.wiki on minituae...
