In principle, Wikipedia is the encyclopedia that anyone can administer. There are indeed a number of a-no-nymous administrators on most of the mediawiki projects I've seen (WMF controlled or not). In practice, many communities seem to develop a certain number of star blockers who can be caricatured as hang(wo)men, bounty hunters, border patrol agents. Not all administrators play this role, of course, as you get a lot of "blood" on your hands. Some executioners on en.wp who have commanded or caught my attention include...
